Description: Stormwater Management Permit RequirementsEffective March 10,2003, as per new Federal and State Requirements, All Building Permit Applications Surveys for New Single Family Residence Construction, Demolitions and Reconstructions of Residences, and Residential Additions and Accessory Structures, 1000 square feet or greater in ground floor coverage, within the Town of Southampton Designated Stormwater Management Zone Boundaries (see Town Map) shall be required to show the following:Extent of area proposed for clearing, soil disturbance, grading, filling, excavation, trenching, backfilling, construction and/or other site disturbance.Location and capacity of drywells for catchment of roof runoff and runoff from all proposed impervious structures, including all impervious patios, paved or impervious driveways.Drywell capacity shall be calculated based on the following:Total square feet of structure (ground floor only) and/or impervious surfaceX 0.166 = Total required cubic feet of drywellAll proposed swimming pools shall be equipped with a pump-out and minimum 4ft X 4ft drywell for pool discharge.All proposed driveways shall be constructed of pervious materials or be equipped with drywells to provide for containment of all runoff on-site. Additionally, All Building Permits issued for New Single Family Residences, Demolition and Reconstructions of Residences, and Residential Additions and Accessory Structures, 1000 square feet or greater in ground floor coverage, within the Town designated Stormwater Management Zone Boundaries, shall be subject to the following conditions:Any work or disturbance, and storage of construction materials shall be confined to the limit of clearing and/or ground disturbance shown on the approved plans.Prior to the commencement of any construction activities, a continuous line of silt screen (maximum opening size of U.S. Sieve #20) shall be staked at the limit of clearing and ground disturbance shown on the approved plans. The screen shall be maintained, repaired and replaced as often as necessary to ensure proper function, until all disturbed areas are permanently vegetated. Sediments trapped by the screen shall be removed away from the screen to an approved upland location before the screen is removed.Prior to the commencement of any construction activities, a continuous row of staked straw or hay bales shall be staked end to end at the base of the required silt screen. The bales shall be maintained, repaired and replaced as often as is necessary to ensure proper function, until all disturbed areas are permanently vegetated. The average useful life of a bale is 3-4 months. Sediments trapped by the bales shall be removed away from the bales to an approved upland location before the bales themselves are removed.4. Straw bales shall be recessed two to four inches into the ground.5. Silt screen shall be recessed by trenching six inches into the ground.6. Leaders and gutters that empty into drywells shall be installed on the proposed residence.7. All proposed swimming pool discharges shall be directed to drywells.8. Proposed driveways must be constructed of permeable materials or if paved, be equipped with drainage sufficient to prevent runoff from being discharged onto the road or off-site. 9. All areas of soil disturbance resulting from this project shall be seeded with an appropriate perennial grass, and mulched with straw immediately upon completion of the project, within two (2) days of final grading, or by the expiration date of the building permit, whichever is first. Mulch shall be maintained until a suitable vegetative cover is established. If seeding is impractical due to time of year, temporary mulch shall be applied and final seeding performed as soon as weather conditions favor germination and growth.10. Suitable vegetative cover is defined as a minimum of 85% area vegetative cover with contiguous unvegetated areas no larger than 1 square foot in size.11. All construction access ways shall be raised sufficiently at their site access locations with the existing roads, to prevent runoff of water, silts and sediments from being directed or discharged onto the road. A non-loam base material, such as crushed stone, gravel, or recycled concrete base, shall be placed across the driveway or construction access way at the access point along the road.
